Town Clerk

Responsibilities

The Office of the Town Clerk is responsible for providing various services to the public in accordance with Rhode Island state law, the Richmond Town Code of Ordinances, and the Town Charter. The Office maintains the following divisions:

Boards, Commissions and Committees 
Maintain records of all past and present members for any board, commission or committee. 

Business Licensing and Permits
Accept, review and schedule for Town Council approval applications for new and renewal of various business licenses in accordance with state law and town ordinances

Cemeteries
Maintain records for and administer cemeteries owned by the Town of Richmond.

Dog Licensing
Maintenance of all dog license records and renewals within the town. 

Elections and Voter Registration
Administer all national, state, and local elections, including budget referendums, in accordance with federal and state law and Richmond's Town Charter.

Land Evidence Records & Recordings
Record all land records, maps and transactions and provide certified copies of land records.

Locator Cards - Chariho School District
The proof of residency document required for students in the Chariho School District.

Marriage Licenses
Issues marriage licenses for residents getting married in Rhode Island and couples residing out of state who are marrying in Richmond.

Notary Services
A notary public is an official of integrity that serves the public as an impartial witness to the identity, comprehension, and intent of a person requesting a notarial act.

Probate Court
Accept, review and schedule for hearing all petitions filed in association with the administration of an estate or appointment of guardian of residents of the Town.

Vital Records
Register and issue certified records associated with births, marriages and deaths. Also Issues marriage licenses. 

Town Council Records
Document all transactions of the Town Council, including preparation of agendas and minutes.
