Issuance of Locator Cards
The Town of Richmond has developed and adopted a new policy for the issuance of locator cards. To obtain a locator card, a parent, guardian or a person acting in loco parentis or acting on behalf of homeless children/students must respond to the Town Clerk’s Office and provide the following documents:
- A valid photo identification
Example: current RI driver's license or RI state identification card, with current street address. If you need to update your address, visit the RI Division of Motor Vehicles website.) - A certified copy of the child’s/student’s birth certificate
- Proof of residency
Example: mail with name and current address, such as a tax bill, utility bill, executed property deed, or some other proof of residency
If not a homeowner, you must also present one of the following:
- A rental/lease agreement granting possession of a dwelling and verification of occupancy by the landlord. The agreement must list your child as an occupant
- A notarized statement from the property owner listing all occupants of the dwelling and how long they have lived there
Anyone applying for a locator card must complete and attest to an Affidavit of Residency/Homelessness at the Town Clerk's office.
*An English translation must be provided for any documents that are not in English.
Please note: There may be a delay of a few days before a locator card can be issued while eligibility for enrollment is being determined.
