Planning
The Planning Department coordinates all municipal functions and responsibilities related to land use, environmental protection and economic development as required by local and state laws. The department provides technical and advisory assistance to the Town Council, Planning Board, Zoning Board of Review and other advisory boards and commissions as needed. The department also coordinates and supports various land use functions with other town departments, such as Public Works, Building, and Zoning, along with other local organizations and state agencies.
Planning Board
The Planning Board is a seven-member public body that reviews land development proposals and helps the Town Council determine land use policy. The seven members of the Planning Board are Richmond residents from a wide variety of professional backgrounds who volunteer their time. They are appointed by the Town Council to three-year terms.

Applicants wishing to file an application to appear before the Planning Board are strongly encouraged to schedule a pre-submission conference with the Town Planner.
Community Septic System Loan Program (CSSLP)
The CSSLP is offered by RI Housing in partnership with the RI Infrastructure Bank, RI Department of Environmental Management and the Town of Richmond. The program's goal is to safeguard public health and protect and improve ground and surface water resources by ensuring the proper function and maintenance of all septic systems in Richmond. The program provides low-interest loans to residents to repair or replace failing or substandard septic systems, or to replace cesspools with new septic systems.
