Chariho Financial Referendum

This referendum is a vote for residents of the towns of Hopkinton, Richmond, and Charlestown on whether to approve the annual budget for the Chariho Regional School District.

• Date of vote: April 7, 2026

• Time: 8:00 AM – 8:00 PM

• Locations: Each town votes at its own town hall - the Richmond Town Hall is located at 5 Richmond Townhouse Road

Voters are being asked:

"Should the school district’s annual budget for the upcoming school year, as approved by the regional school committee, be accepted?"

• A “YES” vote means you approve the proposed school budget.

• A “NO” vote means you reject the proposed budget.

Purpose

The referendum determines whether the school district can move forward with its planned spending for the next school year. If the budget is rejected, the district may need to revise it and present a new proposal.

Why did I receive a new property assessment?Property revaluations are required periodically under state law to ensure that all properties are assessed fairly and reflect current market conditions.

Does an increase in my property value mean my taxes will increase?Not necessarily. An increase (or decrease) in your property’s assessed value does not automatically mean your property taxes will change.

How are property taxes determined?Property taxes are calculated using the mill rate, which is applied to your property’s assessed value. The tax rate is determined after budgets are approved and other revenue sources, including state aid, are finalized.

What is the tax levy?The tax levy is the total amount of property tax revenue the Town needs to collect to fund municipal services and the local share of the school budget.

When will I know my actual tax bill?Individual property tax amounts will not be determined until the following are finalized:

• The Chariho Regional School District Budget, determined by voter referendum on April 7, 2026
• The Municipal Budget, which will be brought before voters on June 2, 2026
• State Aid, determined in the Governor’s final state budget

Where and when do I vote on the budgets?

Voting for both referendums will take place at Town Hall from 8:00 a.m. to 8:00 p.m.

What if I believe my assessment is incorrect?Information about your property assessment and the steps you can take if you believe it is incorrect will be included in the notice you receive in the mail. You may also contact the Tax Assessor’s Office with questions about your valuation.
